Licensing
Handyman Licence Victoria (2026): What You Can Do
Victoria has no general handyman licence. A handyman can do domestic building work worth $10,000 or less, counting labour, materials and GST, without being a registered building practitioner. Above $10,000 you need a registered builder. Plumbing, gasfitting and electrical work always need a licensed or registered tradesperson, whatever the job is worth.
General information, not legal advice. Victoria's building and plumbing practitioners are regulated by the Building and Plumbing Commission (BPC), which replaced the Victorian Building Authority, while electricians are licensed by Energy Safe Victoria. Check the BPC directly if your job sits close to the threshold.
Do you need a licence to be a handyman in Victoria?
Not for small jobs. Victoria regulates building work through registration of building practitioners rather than a separate handyman licence. The BPC's guidance on engaging a builder says you must use a registered builder for domestic building work worth more than $10,000, and that the amount must include labour, building materials and GST and cover the total value of the project.
The BPC also warns that if you use an unregistered builder or tradesperson for work valued over $10,000, you risk having no protection from poor-quality work and the work will not be covered by domestic building insurance. The BPC can investigate and prosecute people who do work that requires registration without it.
So a handyman who sticks to repairs, maintenance and small improvements under $10,000 can work legally without registration, as long as none of the job is plumbing, gasfitting or electrical work.
What is the domestic building registration threshold in Victoria?
The key numbers for 2026 are:
- $10,000: domestic building work above this value, including labour, materials and GST, needs a registered builder.
- $10,000 and more than one trade: Consumer Affairs Victoria says a major domestic building contract is required before work starts when the job involves more than one trade and is worth more than $10,000.
- $20,000: the BPC says eligible building work over $20,000 must have mandatory domestic building insurance, which the registered builder arranges.
Registration itself is changing. The BPC began rolling out a new exam-based assessment in January 2026, starting with the Domestic Builder Unlimited class, and is extending it to other building and plumbing classes. That affects handymen who want to grow into larger jobs, not the $10,000 threshold.

Which work always needs a licence in Victoria?
Plumbing and gasfitting
The BPC licenses plumbers and gasfitters. A plumbing practitioner must be registered or licensed in each class of plumbing work they do, and only a licensed plumber can issue a compliance certificate confirming the work meets the regulations. There is no dollar threshold, so a handyman cannot swap a mixer tap or connect a dishwasher to the water supply just because the job is small. Read can a handyman do plumbing for what they can do around plumbing fixtures.
Electrical work
Energy Safe Victoria's advice on working with tradespeople is blunt: never do your own electrical or gasfitting work, and always engage a registered electrical contractor and get a Certificate of Electrical Safety for the work. That covers new circuits, power points, light fittings, ceiling fans and hard-wired appliances.
Asbestos
Many pre-1990 Victorian homes contain asbestos sheeting. Asbestos removal is controlled by workplace safety law, separate from building registration, so a handyman should not cut, drill or remove suspect sheeting without checking WorkSafe Victoria's requirements first.
How does the $10,000 rule work on a real job?
Example 1: Brunswick bathroom touch-up
A Brunswick renter's landlord wants a tired bathroom refreshed: re-silicone the bath, replace a cracked vanity door, regrout tiles and paint the ceiling. The handyman quotes two days at $70–85/hr plus $350 of materials, roughly $1,500–1,750 in total. No registration is needed. If the landlord also wants the vanity tap replaced, that part goes to a licensed plumber.
Example 2: Frankston fence and deck
A Frankston owner asks one handyman to replace 20 metres of fence ($6,500) and add a small deck ($7,000). Together the project is $13,500, which is over the threshold, so it needs a registered builder. If the work spans more than one trade, such as concrete footings plus carpentry, a major domestic building contract is also required. Splitting it into separate quotes to get under $10,000 is risky, because the BPC looks at the total value of the project. Either engage a registered builder or treat them as genuinely separate projects only after checking with the BPC.
How much does a handyman cost in Victoria?
Independent handymen in Melbourne commonly charge around $60–95/hr, often with a one or two-hour minimum, and regional call-outs to areas such as Ballarat, Bendigo or the Mornington Peninsula may include travel. Those figures are indicative 2026 market observations, not award rates. If you employ maintenance staff directly, confirm the applicable minimum rates in the Fair Work pay guides. See the handyman hourly rate guide for typical job prices, or labour hire in Melbourne for larger crews.
A quick pre-job checklist keeps Victorian handyman work on the right side of the rules:
- write the full scope, including every small extra the client mentions
- total the labour, materials and GST, and compare it with $10,000
- mark any plumbing, gas or electrical items for a licensed or registered tradesperson
- in pre-1990 homes, ask about asbestos before cutting or drilling sheeting
- confirm who is supplying materials and who is removing waste
Before you hire, check any builder's registration on the BPC's find and check a practitioner tool, ask for a certificate of currency for public liability insurance, and agree the scope in writing so everyone knows what is included.
How to hire a handyman in Victoria on Yakka
Yakka Labour is the hiring marketplace, not the workwear brand with a similar name. You hire workers directly, without an agency margin on top of the agreed rate.
- Post the job with your suburb, scope, preferred dates and an AUD budget.
- Flag any plumbing, gas or electrical parts so licensed workers can quote on those separately.
- Review handyperson profiles, message applicants and agree the rate and scope in writing.
- Pay through the platform when the job is finished.
Yakka is a marketplace rather than an employer, so the hirer and worker agree the engagement. For other states, see does a handyman need a licence in Australia.
Frequently asked questions
Does the $10,000 limit in Victoria include materials?
Yes. The Building and Plumbing Commission says the $10,000 figure must include the costs of labour, building materials and GST, and should cover the total value of the project. A handyman charging $7,000 in labour who also supplies $3,500 of timber is over the threshold, so a registered builder is needed for that project.
Can a handyman install a dishwasher in Victoria?
A handyman can slide a dishwasher into a cavity and plug it into an existing power point. Connecting it to the water supply and drainage is plumbing work, which needs a licensed or registered plumber in Victoria. If a new power point is needed, that work needs a registered electrical contractor and a Certificate of Electrical Safety.
Can a handyman paint a house in Victoria?
A handyman can repaint rooms, fences and trims where the job sits within the $10,000 limit. If painting forms part of a larger domestic building project worth more than $10,000, the BPC guidance points to engaging a registered builder for that project. Before sanding older surfaces, check whether the existing paint contains lead and manage the dust safely.
Can I get in trouble for hiring an unregistered builder in Victoria?
The main risk falls on the person doing the work without registration, whom the BPC can investigate and prosecute. As the owner, you risk losing protection: the BPC warns that work over $10,000 by an unregistered builder will not be covered by domestic building insurance, and fixing defects can become your cost.
How do I check if a Victorian builder or plumber is registered?
Use the find and check a practitioner tool on the Building and Plumbing Commission website. Registered building practitioners carry a photo ID card that lists the category of work they are registered for, and licensed plumbers carry an ID card listing their plumbing classes. Electricians can be checked on the Energy Safe Victoria public register.
