Can a Handyman Do Plumbing? State Rules for 2026
No. A handyman cannot do plumbing that is regulated, which covers almost every job connected to the water supply, drainage or gas in every state. Replacing a tap, installing a toilet or connecting a dishwasher needs a licensed plumber. A handyman can do the building work around plumbing and, in some states, a few minor maintenance tasks.

Why does plumbing need a licence even for small jobs?
Unlike general building work, plumbing has no dollar threshold in the states we checked. A licensed plumber is trained to protect drinking water from contamination, keep sewage where it belongs and install hot water and gas safely. Poor plumbing can cause flooding, mould, backflow into the mains or gas leaks, which is why regulators treat a $150 tap swap the same way as a $15,000 bathroom rough-in.
- NSW: Building Commission NSW says you need a licence or certificate for any plumbing, draining or gasfitting work regardless of the cost or whether the work is residential, commercial or industrial. Its plumbing, draining and gasfitting page lists fines of $22,000 for an individual or $110,000 for a company for unlicensed work.
- Victoria: the Building and Plumbing Commission says a plumbing practitioner must be registered or licensed in each class of plumbing work they do, and only a licensed plumber can issue a compliance certificate. See its guidance on engaging a plumber.
- Queensland: the QBCC says permit work, notifiable work and minor work must all be done by a QBCC-licensed plumber or drainer, but it publishes a list of unregulated work anyone can do.

Can a handyman replace a tap or fix a leaking tap?
Replacing a tap is plumbing work everywhere. Removing a basin mixer, kitchen mixer or shower set and installing a new one connects a fitting to the water supply, so it needs a licensed plumber. In Queensland, even maintaining, repairing or replacing a fitting or fixture is classed as minor work that a QBCC licensee must do.
Fixing a drip by swapping a washer is the exception people ask about most. The QBCC's unregulated plumbing guide lists replacing a jumper valve or washer in a tap as unregulated, so anyone with the skills can do it in Queensland. In NSW and Victoria the regulators' licensing pages do not publish an equivalent handyman list, so the safe approach is to book a licensed plumber or confirm with the regulator first. Modern ceramic disc mixers usually need a cartridge rather than a washer, which is plumber work in any case.
Can a handyman install a toilet or a dishwasher?
Toilets
No. Installing or replacing a toilet suite involves the water supply and the sanitary drain, so it is regulated plumbing in every state. A handyman can swap a toilet seat, fit a toilet roll holder or patch and paint around the pan once the plumber is done. In Queensland, repairing a drop valve washer, float valve washer or suction cup rubber inside the cistern is listed as unregulated work.
Dishwashers and washing machines
A handyman can remove a cupboard, slide a dishwasher into the cavity, level it and plug it into an existing power point. Connecting it to the cold water supply and the waste is plumbing. What plumbing-related work can a handyman do?
Plenty of bathroom, kitchen and laundry work is building work rather than plumbing, so a handyman can take it on within the state's building licence threshold:
- patch, sand and repaint walls and ceilings after a plumber has fixed a leak
- replace vanity doors, drawer runners and handles
- re-silicone baths, basins and benchtops
- fit towel rails (non-heated), shelves, mirrors and toilet roll holders
- replace a few cracked wall tiles away from the shower recess
- clear leaves from gutters and downpipe tops at ground level or from a safe platform
- remove and reinstall cabinetry after the plumber disconnects the services

How do you split a job between a handyman and a plumber?
Booking both trades with a clear split saves call-outs and keeps everything legal. Take a Parramatta landlord preparing a unit for new tenants. The kitchen mixer drips, the vanity door has fallen off, the bath silicone is mouldy and the laundry wall has water marks.
- Plumber first: replaces the mixer cartridge and checks for the source of the laundry leak.
- Handyman second: rehangs the vanity door, cuts out and replaces the silicone, and stain-blocks and repaints the laundry wall once it is dry.
- One brief: the landlord writes both scopes in one job post so each worker knows exactly where their work starts and stops.
The same split works for bigger jobs. On a laundry upgrade in Geelong, the plumber relocates the tub and washing machine taps, the electrician adds a power point, and the handyman installs the overhead cupboards, patches the old tap holes and paints. Each worker quotes only for their own part.
Ask the plumber for their licence number and, in states that require it, a compliance certificate for regulated work. Keep that paperwork with your property records, because insurers often ask who did the work after a water damage claim.

Can a handyman unblock a drain?
It depends on the state and the method. Queensland classes unblocking sanitary plumbing or sanitary drainage as minor work that a QBCC licensee must do, though cleaning a ground-level grate is unregulated. Clearing a hair trap in a shower waste by hand is maintenance, but anything involving drain machines, pipe access or sewer lines should go to a licensed plumber or drainer.
Can a handyman replace a shower head?
In Queensland, yes. The QBCC lists replacing a shower head as unregulated plumbing work that anyone with the right skills can do. In NSW and Victoria, the regulators do not publish an equivalent handyman list on their licensing pages, and NSW says any plumbing work needs a licence regardless of cost. If you are being paid to do it, check with the regulator first or leave it to a licensed plumber.
Do I need a licensed plumber to install a water filter?
Replacing a domestic water filter cartridge is listed as unregulated work in Queensland. Installing a new under-sink filter system that connects into the water supply is regulated plumbing in every state, because it involves cutting into or connecting to the supply pipe. Use a licensed plumber for the first installation and handle cartridge changes yourself afterwards.
Can a handyman install a hot water system?
No. Hot water systems connect to the water supply and often to gas or a dedicated electrical circuit, so installation needs a licensed plumber and, where relevant, a licensed gasfitter or electrician. Regulators treat this as higher-risk work because faulty temperature and pressure valves or gas connections can cause serious injury.
What happens if unlicensed plumbing causes water damage?
Your home insurer may ask who did the work and whether they were licensed. Unlicensed plumbing can lead to a claim being disputed, and the person who did the work can face fines from the state regulator. In NSW, Building Commission NSW lists fines of $22,000 for individuals and $110,000 for companies doing unlicensed plumbing.
